It isn't a coin, although it is minted on a cent planchet. It is the Denver mint's identification token and was originally included in a mint set of uncirculated coins minted at the Denver mint. Someone opened the cellophane wrapped set, and passed this off as a cent.
Denver is a city within the state of Colorado, BTW...
