I'm not directly familiar with this but it's almost certainly a bullion piece. I can interpret the wording a bit:

>> "mez" is the abbreviation for "Mitteleuropazeit"(#), a German mouthful that means "central European time".

>> "999.9" is a fineness mark indicating that your commemorative is nearly pure gold. If you know its weight you can get an approximate idea of its metal value - gold is currently selling for about $975 an ounce.


(*) Shameless plug - I've switched to Firefox as my browser, mostly because it's UnMicrosoft, but as a side benefit it includes a halfway decent spelling checker.

(%) Like measuring in feet & pounds, the U.S. way of writing dates is pretty much unique in the world.

(#) FWIW, pronounced something like "MITT-ull oy-ROPE-a t'zite". German just LOVES to stick words together to form enormous compounds called "Bandwurmwörter", or "tapeworm words"!
