I'm not the paper-currency expert that MoneyMan is, but at first read it sounds as if you have an error resulting from a stuck paper sheet. That happens when one of the large paper sheets on which a set of bills is normally printed, instead gets stuck and doesn't enter the press. Ink is then transferred to the other side of the press, called the impression cylinder. When the next sheet does finally enter the press it gets the image that's supposed to be printed, plus whatever is on the impression cylinder.
I don't have recent quotes, but I have seen this type of error retail for a couple of hundred dollars. However, someone experienced in currency errors will need to examine your bill in person to be sure of what you have.
