That can happen (It's called an offset printing error) but the offset image would not be inverted. If the front printing is inverted then it has to be a double error. The back side of the note is printed first, so you would have to have an offset printing error when the back was printed, and then the sheet would have to be inserted into the press rotated 180 degrees when the front face was printed.

An offset error usually isn't very valuable unless it is an early print where most of the impression from the other side is visible. This is because a non error with a very similar appearance can happen if the ink is not completely dry after printing when the sheets are restacked. The weight of the paper can cause the slightly damp ink to transfer to the next sheet in the stack.

An inverted printing on the other hand is rare. To have both an offset and an inverted printing would be very unusual.
