This is called a 'Love Token'. It was an inexpensive gift that someone made for their loved one from usually a dime. They can be plain or elaborate with two and sometimes 3 or 4 initials. Depending on the letters and appearance they sell from $8 to $25.
Other denominations were used, even gold.
