The mint price is for "mint proof" coins, the WRME is selling 'never circulated' coins, which I suppose is supposed to sound like "uncirculated" but isn't the same.

The mint has better pricing on sets for the year with all the coins, you can get all four coins uncirculated from either mint for $8.95 total, or a set with both mints for $15.95 (8 coins).
