What is this coin?

A yellow metal coin, 1.5" in diameter, stamped "1971" with an olive branch and "pax" on one side, and two winged birds, I assume doves, facing each other holding a small branch. I looked in commenorative coins, and couldn't find it. My Mom wore it as jewelry, in a bezel.
