1961 ??steel?? canadian nickel

Greetings. I'm a cashier in Wisconsin, recently I acquired a 1961 beaver nickel (canadian), w/ Elizabeth II on the reverse. The coin guides tell me this coin should be 99.9% nickel, yet it is strongly attracted to a magnet. ANy Ideas?
