To make a small correction, no circulation quarter made since 1965 has any silver in it. The outer layers are copper-nickel, the same metal used in 5¢ coins.
That said, what you have sounds like a lamination error. It can happen to a clad coin when the outer copper-nickel layer wasn't properly bonded to the copper core. It's common enough that it's not considered to be a very scarce error, but your quarter is still a nice find - I've seen some prices in the $10 range.
