Actually from the description it sounds more like a full brockage. Brockage pieces, brockage makers, die caps, and struck through die cap pieces are all closely related. The broackage maker and the die cap are the pieces that stick to (usually) the hammer die. The Brockage and struck through die cap coins are he pieces that are in the coining chamber between the anvil die and are struck by the brockage maker or capped die. Here is a short list of how it goes.

Planchet come into the chamber and is struck. It sticks to the hammer die and becomes a brocakge maker. The next few planchets that come into the chamber are struck between the anvil die and the brockage maker. These coins will have a raised image on one side and a sharp undistorted incuse image of the anvil die on the other. These are brockage pieces. As the brockage maker starts to spread, distort, and cup itself around the hammer die it becomes a die cap. planchets coming into the chamber now are struck between the anvil die an the die cap. These have a raised image of the anvil die on one side and a shallow, enlarged, distorted image of the anvil die on the other These are "struck through capped die" pieces. in late states of the capped die as it continued to spread the struck through coins make lose all traces or the enlarged image of the anil die, and a distorted image of the hammer die will start to show.

A sharp clear brockage is probably worth $50 and up. On earlier coins such as large cents they can get up to a few thousand dollars
