It's called a filled-die error. Cents are minted at extremely high speed (hundreds per minute per die) and bits of grease or other crud can get into the little recesses that form the letters and numbers. The crud prevents metal from flowing in freely for a bunch of strikes, then gets knocked out of the die and everything's good again. Happens all the time.
There are a few collectible exceptions though. During the mid-1950s the Mint had a lot of trouble with 1¢ dies. There are enough varieties that it's created a niche group of people who collect them. Plus there're the famous "1922 plain" cents that were struck at Denver but don't have a visible mint mark because the "D" recess filled up completely. These do carry a significant premium.

: : Any one have a clue, I have a 1985 (no mark so I take it was from PA) penny Liberty is spelled l iberty. There is sign of the lower half any where, it was not worn off. Can anyone help....Thanks DJ.
