Without more details it's hard to tell. There are many types of errors as well as non-BEP mischief that can happen to a bill.

If the image is reversed (i.e. ol' George is facing to the opposite direction AND there are other parts of the image that are mirrored on one side, you could have an offset error. That happens when a sheet of paper doesn't go through the press and the ink it was supposed to get is instead picked up by the offset cylinder. When another sheet goes through correctly the offset cylinder transfers its ink in mirror image to the opposite side of the paper. Offset errors can be quite valuable.

If the image is the same direction or the bill appears to be a "double header" with the same designs on both sides the situation is much harder to figure out without seeing it in person. There's no guarantee such a bill is even a genuine error.

My suggestion at this point would be to post a clear picture of the bill so some of the paper-money gurus (not me, I'm afraid) can get a better look. Failing that, a currency dealer should probably make a close-up examination.
