Mis-struck? Dime

I recently found a dime with the back stamp appearing perfect (olive barnches and torch)

The face has its edges swirled for lack of a better word. At the center of the swirl the partial image of a face is clearly visible.

Also on the swirled side there is clearly a melding of the silver into the copper base.

I know nothing about collectible coins and mis strikes, so any help will be appreciated.

I can provide detailed photographs to help anyone with an interest.
