It it's either a flipover error or a forgotten print step, it should be missing both the serial numbers and the Treasury Seal because they're printed in the same step. Either way, you should have it examined in person by a dealer or appraiser who handles error currency because it's almost impossible to value currency errors without seeing them.

For what it's worth, could you check your bill's date and seal color again? The last 1935-series bills were Silver Certificates with blue seals, and were dated 1935-H. They carried C. Douglas Dillon's signature. Henry H. Fowler wasn't appointed as Secretary of the Treasury until 1965, and by that point only green-seal FRN's were being produced. These should have a 1963 series date.
